ELIGIBILITY for registration of Birth

Registration of birth of children born outside Sri Lanka to Sri Lankan parents can be registered at the Embassy of Sri Lanka. At least one parent must be a citizen of Sri Lanka or should have dual citizenship at the time of the child’s birth.

The declaration should be submitted within three (3) months of such birth to the Diplomatic / Consular officer of the relevant Embassy. After three (3) months and within one year the Diplomatic / Consular officer will record the reason for the delay and continue the registration.

After one year of the birth, if the registration has not done, Applications should be forwarded to the Registrar General Department (Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10) to obtain the approval.

SUBMISSION PROCEDURE

Documents requesting registration for a birth should be submitted by one of the parent or the guardian.

DOCUMENTS REQUIRED FOR REGISTRATION OF BIRTH

  1. Declaration form filled by the declarent (Form CR1)
  2. Birth certificate issued by the relevant country/Hospital record of the child. (with a photo copy)
  3. Original Birth certificates of the father and the mother. . (with a photo copy)
  4. Original Marriage certificate of parents. (with a photo copy)
  5. Original Passports of the parents at the time of the child’s birth. (with a photo copies)
  6. Original Visas of the parents. (with a photo copy)
  7. Original visa of the child. (with a photo copy)
  8. Declaration of Citizenship of father/mother. (click here for a specimen)
  9. In case of an application made after three months and before one year of the birth Reg B6 form
  10. In case of an application made after one year of the birth, Reg B6 form and a letter addressed to Registrar General giving the reasons for the delay.
  11. English translation should be produced for all the documents issued in other than Sinhala, Tamil or English.
  12.  If the mother is not present at the Embassy to submit the application, Please note that the father of the child is required to present himself for the registration of the birth of the child.
  13. Mother’s presence is not compulsory.
  14. Self addressed envelope.

Submission of documents for registration

If Declarent is living in Sweden or Accredited country and birth occurs in Sweden, Denmark, Estonia, Latvia or Lithuania, application for registration of a birth should be forwarded to the Embassy of Sri Lanka in Sweden, Stockholm. If it is not been registered at the country of birth and If the parents are living in Sri Lanka declaration for registration of the birth should be forwarded to the Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10. (Prior to visit to the Central Record Room, applicants are advised to visit to the Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka located at 2nd Floor of the Ceylinco Building, Colombo 01, to pay the fee. Fees for Birth Registration:

Swedish Kroner 210 should be paid for to the Embassy for the registration and issuance of a birth certificate.

If the declaration is submitted to the Central Record Room of the Registrar General’s Department, Rs.3900 should be paid to the Consular Affairs Division of the Ministry of Foreign Affairs and hand over the receipt to the Central Record Room for the registration and issuance of a birth certificate. Same set of documents specified above should be produces to the Consular Division and to the Central Record Room.

  1. All the original documents / applications must attach and applicant must sign in front of the Honorary Consul appointed by the Government of Sri Lanka for the particular country or region. Applicant must ensure that the Honorary Consul signed at the relevant places of all the documents / Applications.
